How does a race like this, stage 7 has two railway level crossings for example,
    cope with them?

It's a hazard the riders have to cope with. If it is open they ride
through if it is closing or closed they have to wait. There was a case
in a recent Paris Roubaix where a crossing closed after Spartacus in the
lead on his own went through and some chasing riders including Gussev
suck round the barriers. They were later DQ-ed. The next group including
Tommeke in his rainbow jersey had to wait for the train to pass before
continuing to sprint it out for second place on the velodrome.
